When at rest, the aircraft floated in the water, up to its wings on its watertight fuselage. To takeoff, the pilot would start the engine, flight propeller feathered, and use a clutch to engage the smaller marine propeller to propel the aircraft through the water, until the hydrofoils could cause the P.c.7 to rise out of the water. The carburetor air intake could then be opened, the clutch would disengage the underwater marine propeller, a second clutch would then engage the flight propeller, in theory would produce a conventional take-off. Water trials were conducted in 1929, but the aircraft was never able to actually fly
